Accomplishments

Protecting the Environment
* Commissioner Davis led the effort in 2006 to secure funding for three
additional full-time employees (FTEs) for the Travis County Investigators
Environmental Enforcement Program.
* Commissioner Davis initiated a Solid Waste Site Ordinance that determines
the buffer area solid waste operating facilities must adhere to if they are located in
the area of a school, church, residential area, and drinking-water wells
* Commissioner Davis has supported and served as a member of the Clean
Air Force of Central Texas, an organization which is focused on motivating
citizens, businesses, and governments of Central Texas to take actions to reduce
air pollution in order to protect pubic health
* Commissioner Davis strongly supported the Low Income Vehicle Repair
Assistance, Retrofit and Accelerated Vehicle Retirement Program (LIRAP), an
effort by Travis County, the City of Austin, and Manor Independent School District to
reduce ground level ozone levels as part of the 2009 “Big Push” environmental
protection initiative.
* Commissioner Davis continues to strongly oppose the expansion of
northeast Travis County landfills such as the WMT and BFI landfills, as well as
oppose mining operations attempting to locate next to or near schools, churches,
and single-family residential areas
County Land Use Issues
* Because Travis County has not been given adequate land-use authority by
the state to regulate commercial or industrial developments that choose to locate
next to homes and schools, Commissioner Davis led the effort to add two full-
time employees to the Travis County Attorney’s office that specialize in land use
issues.
* Because Travis County has not been given adequate land-use authority by

next to homes and schools, Commissioner Ron Davis championed the County
code amendment to alert citizens who desire to purchase land in the
unincorporated areas about this dilemma.
Saving Your Hard-Earned Taxpayer Funds
* Lead initiative for standardized computerization of Travis County Offices – As
a result of standard computerization, Travis County has saved the taxpayers over
$300,000 in computer purchases.
* Commissioner Davis led initiative for video conferencing, in which an attorney
may talk to their client via video, thereby reducing the expense of transporting
inmates from Del Valle to downtown courts. Full implementation will save Travis
County taxpayers about $1 million dollars.
* Commissioner Davis led efforts to establish Travis County Wellness Clinic
and its efforts to be self-insured. Because many health issues of Travis County
employees and retirees are now mitigated by the preventative medicine offered at
the clinics, there are savings of taxpayer dollars as a result.
Assisting Our Youth
* Commissioner Davis supported funding for the first YMCA in East Austin,
located at 51st and Highway 183.
* Commissioner Davis supported the continuation of vocational and life skills
training and opportunities for juveniles 15-17 years of age. He also supported the
creation of a Travis County Juvenile Roundtable.
* Since 1999, Commissioner Davis has supported the Work-based
Learning/Summer Youth Employment Program (SYEP), which provides youth
ages 14-17 with education, job skills, and employment opportunities, and also
serves as a drop-out prevention program, as it provides youth with an opportunity
to gain meaningful employment skills in a workplace setting.
Assisting Our Elderly
* Commissioner Davis advocated and supported an amendment to the Travis
County Code that expanded the Travis County Emergency Assistance Program
eligibility criteria for Travis County elderly and disabled residents, which resulted
in additional assistance being provided to a greater number of elderly residents
who needed help (2006).
Bringing Needed Resources to Travis County Residents
* Commissioner Davis championed a bond-issuance resolution for the
funding of a non-profit corporation to build a 53-mile pipeline that will bring a high-
quality supply of water to the residents of Eastern Travis County, resulting in a
potential 18 million additional gallons of water per day for County residents.
* Commissioner Davis supported and approved over $200,000 in funding to
assist the residents of the Plainview Subdivision, (which is adjacent to Austin
Colony) in providing requested water services to their community.
* Commissioner Davis played a vital role on the team assisting the residents
of Kennedy Ridge in securing over $3.1 million dollars for the unincorporated
Community of Kennedy Ridge for wastewater, water lines drainage, road
improvements, and utility relocation.
* Commissioner Davis supported and approved $4.5 million in American
Recovery and Reinvestment Act (ARRA) Grant funding to provide home
weatherization assistance to low-income Travis County residents.
* Commissioner Davis was the first local elected official to speak before the
State Congressional Redistricting Committee Public Hearing in opposition to the
state’s redistricting plan.
* Under Commissioner Davis’ leadership in 2005, Travis County Precinct 1
had the most voter-authorized bonds ever approved for Precinct 1.
Providing Park Land Space for Youth and Families
* Commissioner Davis led the initiative for East Metro Park and strongly
supported the passage of voter-approved bonds to finance East Metro Park in
Precinct 1. He also worked on the approval of the a master plan with amenities
such as the first Travis County-sponsored swimming pool (managed by the YMCA
of Austin).
* Commissioner Davis led initiative for Webberville Park Improvements which
led to funding for park amenities such as lighted soccer fields, a concession
stand, restrooms, and playscapes.
Affordable Housing For Families
* Commissioner Davis initiated the Plat Reimbursement Fee Program to
developers who sales new homes to qualified medium income families.
* Commissioner Davis is an ardent supporter of the Travis County Housing
Finance Corporation, which has provided first-time homebuyers in Travis County
with $10,000 in down-payment assistance, zero interest forgivable loans, and
$1.3 Million in new federal funds to help working families purchase a foreclosed
home.
Helping Travis County Landowners
* Commissioner Davis received and Appreciation Award from Travis County
Agrilife Extension (Texas A&M System) for his dedicated efforts on behalf of Travis
County landowners during the recent record drought of 2009.
Homelessness
* Commissioner Davis spearheaded the initiative for a shelter for homeless
women and their children in Travis County by working with Travis County
residents and the Salvation Army to establish shelter for homeless women and
children (the shelter is located in Precinct 1).
Assisting Historically Underutilized Businesses (HUB)
* Commissioner Davis spearheaded the initiative for increased Historically
Underutilized Businesses (HUB) participation with Travis County Contracts
Protecting Historic Treasures
* Commissioner Davis worked with Travis County residents and the City of
Austin to ensure the continuation of perpetual care for Bethany Cemetery, Austin’s
first African American cemetery.
* Commissioner Davis played a lead role in the honoring and naming of the
Travis County Courthouse for Heman Marion Sweatt, the first African American to
enroll in the University of Texas Law School.
East Austin Environmental Care
* Commissioner Davis worked tirelessly for residents in eastern Travis County
fighting a proposed City of Austin landfill near the Village of Webberville, Texas.
* Commissioner Davis also led initiative to oppose and continues to oppose
the use of Precinct 1 as a dumping ground for all undesirable developments.
